you would have something like this in your perm.local file:

/path/to/file  user.group  [permissions]

where permissions are octal, like 644 or whatever is required.

Just out of curiosity, what security level are you at? If this is your
workstation, you might want to consider lowering your security level.

*Some* people uninstall msec altogether. Unless you make it a habit of
running around changing perms on random directories, it's not really
necessary, esp if your machine is not running servers that need to be
secured.
