I'll bet you're looking at the kde clock, right?

This was an ongoing problem for me as well. My box is synched to the
correct time with NTP and the bios is set to GMT. The "unix" time is
correct.

What does 'date' in a konsole show? It should be spot on. 

Oddly enough, it's reset correctly sometime when I restart KDE, but
something changes it all by itself. And in 10.0 beta2 it has not
exhibited this behavior. :)
