If you use urpmi it usually goes to /usr/share.  Some applications 
from .tar.gz files go to /usr/local - I think that 'externa;' 
programs are supposed to go there.

That depends on the permissions set.  If you have installed by urpmi, 
root will be the owner, so only root can change permissions.  Do this 
either from a root console, or by using su in a console then starting 
konqueror.  The best way is to leave the owner as root, but allocate 
a group to it.  Then just make sure that all users that need it are 
in that group (see userdrake).
