DHCP is what keeps changing it on you. The default DHCP configuration updates /etc/resolv.conf with the name server information if it is included as part of the DHCP information. So, if you want to specify your own name server, you have to turn it off. I can not check the exact wording right now, but I believe Peer DNS is what you are looking for. Turn it off, edit /etc/resolv.conf, and you should be all set.
