There is no need to selectively download updates. Just run the Mandrake Update GUI and it will automatically refresh your local database of abvailable updates and display only updates to packages already installed on your system. So if nothing appears there are no updates needed. As for libnetpb9-static-devel Any package ending in 'devel' is only needed while you are compiling a package which depends on it.
