Edit /etc/init.d/vncserver and make the top look like this:

#!/bin/bash
#
# chkconfig: 2345 91 35
# description: Starts and stops vncserver. \
#              used to provide remote X administration services.

USER=root
export USER


then 'chkconfig --add vncserver'
