A permissions thing perhaps. Or is the firewall getting in the way?
I'm using 10.1 Community. Previously I was using 9.2 and never had this problem.

Try adding another zero to your url === http://localhost:10000
If that fails check your /etc/hosts file. If you are not sure then post a copy of the file here.
