[newbie] users and resolution

I need to create a new user I can not seem to find the solution. I also
need change my resolution from 800x600 60Hz 8bit to at least 16bit or
more can't find solution to this eighther.

 On a good note my modem works SUPRAEXPRESS 56k spi
