It's on your Mandrake 7 CD (or wherever you installed Mandrake from).  You
want the dhcp-client-3.0b1pl12-2mdk.i586.rpm file.  Install it by
switching to the Mandrake/RPMS directory on your CD and typing:

rpm -ivh dhcp-client-3.0b1pl12-2mdk.i586.rpm
