What distro do you have?  Mandrake 7.0 has licq on the cd in rpm format, and
I believe you need to install qt2 and qt2-devel also to get it to work (both
of which are on the cd in rpm too).  It may also ask for a certain lib but
that's on the cd also.  good luck
