Are you sure it is netscape and not your connection?  I have seen ISPs
that use "Microsoft Compression" which to my mind meant at the time that
maybe proprietary software compression might make Windoze run faster
then other OS making same connection.

Just for giggles why don't you make connection to say, ftp.microsoft.com
and using the commandline ftp client in each OS download the file
LS.LR.txt.  Time how long it takes each to do this.  You want a text
file because that will compress the best.  Just to be fair, make sure
you do it at the same time of day for each test.
