First, with the low cost of drives nowadays, I would get another hard drive.
I'm not sure where you're at, but Hard Drives Northwest has WD 20GB drives
for $129 (www.hdnw.com).  If you go that route, you can let windows have the
8 gig and put Linux on the 20!  As far as deleting windows; as long as linux
isn't in an extended partition, you should just be able to use your windows
boot floppy and use fdisk to delete the windows partition then reinstall.
After you've done that, Partition magic works quite well for moving
partitions all over the place.  From fdisk, just give the size of the
windows partition that you want to end up with, then leave the rest as free
space.  When you start Part Magic, you can resize taking up the extra space.
