I have wu-ftpd server and too stop the service it is just needed to put a # before the line of the service in the file /etc/inetd.conf See setting up ftp server in http://linux.nf/stepbystep.htm (choose ftp and then ftp server) I follow the above instructions to setup ftp and telnet.
