Yes, it is.  It will be updated soon once more because those who did not 
select kdelibs-devel package got a klauncher error(eliminated in the update). 
 
The rest of the install procedure is basically for those who are running KDE 
and MandrakeUpdate WHILE they are updating KDE.  This breaks things which are 
self-repairing, but take a while to do so.  Meanwhile the user believes he 
has a bum system
