If you're at a console:

        $ su -c COMMAND

where COMMAND is the command you want to run.

If you're in X, and you want to make an icon, etc. to a root command:

        kdesu -c COMMAND

You can also use su and kdesu to run things as other users. For more 
information, type "man su" at a console.
