Thanks to Ed Frans and Terry. I did what Terry suggested and copied the entry in /etc/modules.conf into /etc/modules and just like Terry said, presto it works now. I am still kind of curious this, since the reason to run sndconfig would be to get the sound card working, once it's working why would sndconfig write the info to a file which would not be loaded?
