The option is not in kmail, it is in kab. Just open kab by pressing the 
address book button in your kmail Then within kab select File>import list
You will see a small spreadsheet appear, the columns and rows of which you 
are invited to assign to addressbook fields. By clicking on the 'folder' icon 
you can select a kspread file to use.

Note: kmail has a choice of address books. You may have one of the others 
selected.
