I think it's part of another RPM that includes other
DOS tools--I don't remember. But you can use the RedHat
RPM from rpmfind.net:

ftp://ftp.rpmfind.net/linux/redhat/7.1/en/os/i386/RedHat/RPMS/dos2unix-3.1-6.i386.rpm
