I think you can import Outlook files into Outlook Express. If that is so you can then import the folders from your Windows partition into KMail (File | Import ... has 'Import folders from Outlook Express 5' as an option). Alternatively, if Outlook Express can export as a text or comma-separated-values (CSV) file you can use the KMail address book wizard (File | Addressbook then File | Import List ...) to import it. I can't test any of this as I no longer use Windows, but it's worth a try.
