This usage goes back to the UNIX roots. The root account on a normal Linux system can do just about anything, so it must be used with care. Having said this, there are several ways to log in as root. If you use the command line interface, they you can ether log in as root, or you can run "su" or "su -" as a normal user. You will be asked for the root password. The"su" and "su -" commmands will also work from a terminal opened in the GUI. There are also some menu options that require the root password to operate. One last point - if you run KDE as your desktop, you can hit Alt-F2 and it will bring up a "run command" dialog box. If you click on "Options", you can select to run the command you enter as root.
