When you add a new action... you end up in the Actions File.  The value 
list you edited for Actions in the Admin area, only updates the value list 
in the NAMES file.  So you need to edit the actions value list in the 
ACTIONS file as well.

Here's what you do:

first open ebase with the Master password (you also had to open ebase with 
Filemaker)
Go to the Actions file:  click on the Actions tab -> View Actions 
button.  If you are asked to view the actions anyway (there may be no 
action records for the name you're looking at) then click YES.

Click on File -> Define -> Value Lists and look for ACTION LIST.  Then edit 
away.
