As we discovered, the clipboard file was missing, damaged, misplaced
or renamed in the process of converting the files from FMP 4 to 5.
The script in the names file copied the record number to a clipboard
file somewhere other than the ebase directory. When the script in the
payments file (or actions) created a new record, it didn't have a
clipboard file to get the record number from.
