Since OSM doesn't have layers, what you need to do is have the parking
lot around the building. That is, think of the parking lot as a donut,
and inside the hole is the building.
i use multi polygon relations for this.

draw the inner polygon in the opposite direction of the outer one,
and set the roles to inner and outer respectively when you create
the relation. then just use the usual amenity=parking/access=<whatever>
tags on the relation instead of the polygons.
