I have DSL through Qwest which is set to 1.5 Mbps/864Kbps.  I am considering
setting up a webserver and maybe a couple of full-time bittorrent streams.
So, I am wondering.

1) Is DSL bandwidth single-duplex/cumulative?  That is, if I am downloading
at, say, 800 Kbps, have I reduced my server's capacity to upload a web site
to 64 Kbps  if I am uploading nothing else?  (Besides TCP/IP overhead, of
course.)
2) Is it possible to throttle specific apps?  In this case, can I prevent
Bittorrent from ever uploading at more than a fixed rate?

If it matters, this will be on a Debian 3 system with kernel 2.6.5-1-686.
