I'm actually working on some traffic shaping stuff too.  iptables won't do
exactly what you want, but the 'tc' command in the iproute2 package will do
it.  Look at the "Linux Advanced Routing and Traffic Shaping" HOWTO for more

I actually had some problems with the basic TBF setup they have listed in
�9.2.2 -- problems that are supposedly addressed in �15.8, but I just
haven't had time to dive into that one yet.  CBQ is a lot more robust
than TBF, at the cost of being a lot more complicated.
