Typically you only want to turn on power saving features when you're not plugged in, so you write a script for the acpi daemon to run on battery plug/unplug to toggle these settings. Always running in laptop mode can actually be dangerous due to the nature of laptop mode. The reason you're not finding a good tutorials is it is different for every laptop. Some laptops sleep well, some which don't. Suspend can be even harder.
