This can happen if something interferes with the cache update. For example,
another copy of News Clipper may try to update the cache at the same time as
another, or if News Clipper crashes unexpectedly in the middle of an update.

The next version of News Clipper will have a new cache system which should fix
this problem. In the meantime, I would double check that you never have 2
copies of NC running at the same time -- say, by setting your cron to run a
copy of NC too soon, before the previous run has finished. Deleting the
registry file may actually make things worse, because the first execution will
take a lot longer because the cache is empty...
