Were you holding the front brake level? That usually causes problems
when the front wheel tries to move. ;-)

But seriously, one of the bikes I had a while ago (that I never got
running) needed me to pump the brakes multiple times in order for them
to...unlock? I'm not quite sure what exactly. But the front wheel
would spin freely after I did that.
