Is there any movement of the relationship between the upper and lower fork bridges while twisting ? Did you get the axle out ? While twisting the tubes, is there any movement of the very bottom of the fork ? Your measurements show that there is something flexed somewhere. The first things to flex are fork tubes. That's why this is so important. If you can't find any deviation in any component, then let's try reassembly in a very special sequence.
