That looks like something a previous owner may have jury rigged. The standard Nighthawk automatic fuel valve/diaphragm assembly attaches to the right side of the petcock (manual fuel shutoff), which in turn, attaches to a threaded steel pipe extending from the bottom of the fuel tank, like in the pic Kurt Nolte posted. The manual fuel shutoff and the automatic valve/diaphragm are assembled as one piece, in other words, not separate like yours.
Yours looks like it's mounted on the rail that holds the carbs together, which is an arrangement I've never seen on a 750. Is there a petcock mounted elsewhere, like on the bottom of the tank? What year is the bike? The automatic fuel valve is rebuildable with a kit containing the neccessary rubber parts and a spring. It's called a petcock rebuild kit and is available from numerous online suppliers (bikebandit.com for one) for about $20. A word of caution, tho. If I'm correct in thinking your setup may be something a previous owner rigged up, it may not be a standard Honda part, and may be from another make of bike even.
