Strange, that looks like the automatic one I have built into the petcock on
both my bike, only it's down by the carbs. There's a rubber diaphragm with a
spring in there. The spring closes the fuel valve, when the engine is
running the vacuum from the carbs opens the valve and allows fuel to flow.
If you have a hole in the diaphragm is could cause the problems you're
having.
