Obviously not a good time to be adjusting your mirrors; better to have them adjusted before taking off down the road. With you at the bottom of, or valley of, this hill, and him on the other side coming over it, like Kyle said: an eighth of a mile isn't enough time to perform much of an avoidance maneuver, esp if he was speeding, as Kyle assumed from your information concerning the abuse of the speed limit.
