There is to much missing, for me to want to be seen on that thing.  You
could get a parts bike or sell it for parts.  Any money you put in that bike
will be lost unless you restore it. The chopped frame could be repaired, but
would be impractical, because if you had to weld back in, you would use the
new frame.  I think you will have a very hard time selling it or getting
your money out when you are done. Sometimes we make mistakes and it is
better to just cut our loses.
