I charged the battery overnight and that seems to have fixed the problem.

By "hard" I mean turning over slowly or taking more than one quick try, 
especially when cold.

I solved a LOT of problems when I put a new battery in mine. Hot turn signal 
cutting out, hard starting, poor running cold, wildly hunting idle once 
warmed... It's amazing how much difference that battery makes!

I agree, I would suspect a low battery. Does it start hard?

Check connections at the relay too, dirty connections are high resistance so a 
marginal battery and weak idle/startup alternator output combine to not permit 
the bulbs to light.
