Sounds like float bowl drains and/or overflow tubes. And there should be at least one tube connecting the carbs to one another.
Try: http://www.servicehonda.com Click OEM Easy Search, then drill down -- Honda/motorcycles/1983/ CB450SC/carburetor -- to bring up an exploded view microfiche of the carbs assembly. You can then search for clues how all the parts inter-connect.
