nipple on bottom of carb (float bowl) is overflow tube (doesn't need a tube 
attached although originally it did directing any overflow out under the bike). 
 If you have gas coming out of it then you have a stuck float or leaking float 
valve/seat.  Sounds like carbs need to be removed and cleaned.  You can try 
tapping the carb bowl(s) lightly with a hammer or blunt object like the handle 
end of a large screw driver, I think your second small nipple is  another 
overflow tube (between the carbs 'T'ing off a plastic tube connecting the two 
carbs). Gas coming from either indicates carbs need work - simple cleaning 
might be all.
