The engine speed should fall to idle any time you apply the clutch. If it
doesn't, there is still something amiss. Do you have the throttle cable
adjusted to the tight end of the spec?

I keep asking that because that's literally the exact same problem I had
with my '93 the first time I adjusted the cables. If I clutched in at speed
the engine would settle at 2500-3000 RPM, if I slowed in gear to the point
of nearly stalling it would idle as normal.
