First issue is these bikes do NOT like an inline filter. There is a filter attached to the top of the petcock that should catch all the dirt from the tank. You should be able to remove the entire fuel line and make sure it is clear. If the tabs are still in the pilot screws, then setting are probably good if all is really cleaned out well.
