Read a horror story of a thread that centered around Chinese aftermarket fuse holder that looked an awful lot like yours. Are the ones that melted oem or aftermarket? Your pic looks like one side of fuse got hot and melted. I would read that as a loose connection on that fuse tang creating higher resistance which creates the heat. If the connection was loose creating all this heat, it wouldn't put more amps thru the fuse to blow it, less amps would go thru because of the loss of amps creating the heat on the melting side.
