It was written:

On the specs page of the Nikon USA F100 page
        (http://www.nikonusa.com/products/photography/f100/specs.html)

        there is this, under "Exposure:"
"o 1/3 EV increment setting (1/2 and IEV with Custom Setting)"

        and under "Custom Settings Highlights"
"o EV steps for exposure control: 1/3, IEV steps, cancelable"

Can anyone tell me what "IEV" is?

It looks like the Nikon USA marketing machine is at it again! :-) This
is probably a typo, and should read "1 EV" (i.e. "one EV") in each case.
