I personally can't stand web based forums.  I find them hard to use.  The 
ones I have seen allow you to click on the next message in a thread, but 
you have to hit the back button through each previously read message to get 
back to the main list.  Its also hard to access it from multiple 
computers.  Given that I can have Eudora on a couple of different machines 
and have one set to "leave the mail on the host", I can read the messages 
at home or at work and know which messages I have read and have not.  Since 
the web based ones are based on  your browser history file, reading it from 
home or from the office results in two different histories that are 
annoying.  These are just a couple of reasons I don't like web based forums.

There are nice things about them, I have to admit, like being able to 
include photos and styled text if it fits, but its not worth the change in 
paradigm.

Those are two separate issues.  There are many sites that will run email 
lists for free.  But someone has to maintain them, and Andrew has done a 
great job in that area.

Well, there are currently web based Nikon groups (The Nikon club at Yahoo 
for instance) and they are so low traffic its not even funny.  Email lists 
work because of the Email paradigm.  Its delivered to me, I can work on it 
and send it out.  Web based requires hunting for stuff.  Email is something 
I have to do, browsing web sites is optional.  If the mailing list isn't 
waved in front of my nose, I'm probably not going to read it or contribute 
to it.
