Accordinbg to a couple year old copy of the Nikon, Inc. USA Full Line Product Guide 
what you need is a replacement AS-9 flash unit coupler (Nikon Part # 4545 NAS or 4545 
NCP both are listed in the product guide on different pages for the same SB-16B part). 
 Nikon suggested retail catalog price is $225 (US).  From the drawings of the SB-16 it 
appears you just snap off the SB-16A coupler for the F3 and replace it with the SB-16B 
coupler. According to the guide the SB-16B coupler "provides for mounting of SB-16 
Speedlight head to Nikon SLR cameras equipped with 4545 NCP ISO type hot shoe.  
Provides
all necessary interface for full TTL flash operation with these cameras."

Also see page 154 of B. Moose Peterson's Nikon System Handbook (5th Edition, the one 
with the white cover) for a full explanation a little less technical than Nikon's 
product guide.  Apparently it is no problem to exchange the lower modules (AS-8 for F3 
and AS-9 for ISO hot shoes).  I hope this information is helpful.
