Tooling update: new version of the nimlangserver and the vscode extension

I upgraded to Nim 2.0.2 and added the files to "nim.project" in 
$PROJECT/.vscode/settings.json and now it works. And it includes multiple 
symbols for procs with same name and different signature. This is a big 
improvement over the other extension I used before. Thank you so much. I'll 
probably try out the debugging support a little later.
