For your (2): the linux kernel is really not the pinnacle of kernel development. Neither ruby nor python nor perl are efficient, I don't know why did you mention them. Things written in C doesn't make C better. C is the base of unices and has a simple ABI - these are enough to make C live forever because compatibility and ubiquity are more important to companies than performance or safety.
