Gimp works pretty good under XP

 

It is not the easiest necessarily to get started with BUT, there are lots
of resources online (youtube included) and it is open source and free (and
runs on linux too).  But, it is quite functional.  I have done some
photoshop and, while not photoshop, I have managed some pretty
sophisticated things with GIMP.  Another *vector* based free drawing tool
(along the lines, I think, of Adobe Illistrator) is Inkscape
(http://inkscape.org/).  GIMP, though, is raster graphics and that is what
you need for photo editing.

What about gimp for windows?  It has gotten quite functional in the more
recent releases (layers, etc)

Paint.Net -- it's not photoshop, but it's great.  Not sure if it's open
