Depends on what we're working with. Personally, I've not found many consumer grade home routers that do per-device bandwidth control. However, I'm sure it can be done with a DIY Linux router. Maybe iptables + tc or something like that? Also pfSense has this capability as well. Then, of course you can also buy a Mikrotik router that can do this or use something like a UniFi AP from Ubiquiti that also allows per device (well, per group-ish) limiting.
