Do you need to limit the bandwidth to a particular amount that might coincide with Ethernet speed? For example, could you force a network interface card or port on a switch to run at 100 mbps or 10 mbps, thereby limiting consumption to the speed of the interface?
This isn't ideal, but another off-the-wall idea, since QoS was already mentioned. What kind of router do you have? Do you have the ability of running DD-WRT or Tomato or one of the various open-source firmwares on it?
