1.    NCR (1) Each team iscurrently allowed to carry a minimum 7 NCR (No Card 
Players). The NCR playereligibility rule is any pitcher with 10 IP or less or 
any player with 10 ABs orless. 
a.    I love to prospect NCRplayers as much as any manager in this league.  The 
NCR Rules make this league different andgives the NOMBL an added advantage to 
other leagues I play in now and played inthe past.
b.   However, the negativesare it kills the quality of the available draftable 
players who played in themajors each year. Oh sure - we can draft other no 
carded players.  
c.    But teams do need tofill innings and at bats each year as well. 
I would changethe NCR rule.  I would also change theroster size rule as well in 
combination with my NCR rule proposal.  
·       I would changethe maximum number of NCR players on a roster is 4 
(four).  
·       I would changethe maximum number of NCR players a team can draft per 
year to 2 (TWO).  Thus, if you have 3 or 4 NCR players on yourroster going in 
to the draft, you would only be allowed to draft 1 or none tomax out your NCR 
roster size at 4. However, you can trade your unusable NCR draft eligible picks 
to anotherteam who does not carry 2 NCR players into the draft.  Thus, a team 
could acquire a 3rdand 4th NCR draft pick in a year so long as the NOMBL 
manager doesnot exceed 4 maximum NCR players.
·       I would not havea minimum 10 AB or 10 IP as an NCR rule. I would return 
the NCR rule to did not play MLB = no ABs or IPs theprevious season prior to 
the draft. 
·       I would grandfatherNCR players in excess of 4 on current NOMBL teams up 
to 3 extra roster spots tocarry their excess NCR players over the 4 NCR maximum 
until that team cuts,trades, or graduates the NCR player to his roster.  That 
way a team would not lose what theircost in obtaining those NCR players. 
However, teams would not be allowed to draft an NCR until they had anNCR roster 
spot under 4 available.
·       NOMBL teamswould not be penalized a NCR draft pick due to an injured 
player.  The NOMBL manager can use a regular rosterspot for his injured player.
·       I would go backto a 40 man roster.  Thus, 40 MLB playersless any NCR 
spots maximum 4.  CurrentNOMBL teams with 5, 6, or 7 NCR players going into the 
season this rule isadopted would be allowed 41, 42, or 43 roster spots.  Again 
they could not draft an NCR playeruntil their NCR roster space was 3 or less.
 
Roster size 40players - minimum 36 MLB players and 4 NCR maximum spots.
Maximum 4 NCR playerson a roster at any time (with the grandfather exception 
allowing teams withmore than 4 NCR players allowed to keep their excess number 
of NCR players) Roster in these instances can be 41, 42, or 43, as needed.
Teams areallowed to draft 2 NCR players per year. Teams allowed to trade their 
NCR picks to other teams.  However, teams would still only be allowed a maximum 
of 4 NCR players on their roster (with grandfather exception).
