FYI, the rat plugin configuration in the mini/pom.xml is redundant. It's
inherited from the parent.
Also, given the churn this might cause, as [~vines] points out, if we move it
in 1.6.0 (and certainly we don't want to release 1.5.0, and move it in 1.5.1),
I'd rather have the separate module in 1.5.0, as this change represents
relatively no risk, and there are a few other minor problems with 1.5.0-RC4
(where we're at right now) that would warrant an RC5.
