I'm not a fan of modifying the old release notes, but I won't block anyone else 
from doing it. Users of 1.6 can get by without a client conf, the only reason 
they'd need it is if they used SSL (which I think are few and far between). The 
only reason people started asking questions in 1.7 is because we added a 
warning if the file isn't present (shame on us for not having hte proper docs 
in place prior to the warning)

And, FTR, the reason this change isn't in the 1.6 user manual (as would have 
made sense) is because 1.6 is still LaTeX. Since there's no difference between 
1.6 and 1.7, 1.6 users can just refer to the 1.7 manual on the subject.
